It allows you to configure the server to serve a website, or to serve files from a given URL.
The app has two modes, one for hosting a website, and another for serving files from a given URL.
The first mode is the easiest, you only need to configure the server address, and the second mode is a bit more complex. You need to configure the server address, and then you need to configure the program to listen to that address and serve files.
The app is very simple to use and does not require any kind of advanced knowledge to use.
